She may not be a "co-worker" that he can just tell to stop calling. He may be an assigned point of contact for her to call for questions. Or he may be someone she has to contact for issues if he is senior to her and in her direct chain of command. If so, you can't do anything about that. Seeing how she is young and new to the military, I can understand how she may have tons of questions or issues but it would be up to your husband to counsel her and explain how much contact (and what to contact him for) is appropriate.
Do NOT confront her (I saw another person here recommend that). She is your husband's problem, not yours. You start making waves with her, then YOU will get your husband in trouble, and his command will dismiss you as another "whiney" military wife. You don't want to get that kind of reputation because if anything in the future happens, your credibility is tanked.
